They're called 'underwater' mortgages, the kind that has been plaguing the economy for over two years now. As of October of last year about 12 million Americans owed more money than their homes were worth. With their heads 'underwater' financially and nowhere else to go, their homes have become foreclosures.

The Treasury Department knows how hard the housing crisis has hit the United States economy and trusted sources say that the government has another ace up its sleeve. In fact, they have about 10 aces up their sleeve and have until this Wednesday to decide on one.

The plan that will be revealed during President Obama's speech in Phoenix tomorrow (Wednesday) will allow 'underwater' homeowners to refinance their homes and avoid foreclosure. The government hopes that moves like this will finally slow and eventually reverse the mortgage crisis.

The plan is projected to cost about $50 billion. That's a lot of help.
